Compulsory vehicle testing is one of the few things a state asks of almost every driver it has. Turkiye asks it of a fleet of 34.5 million, and for the past nineteen years it has not done the testing itself.

The Ministry of Transport and Infrastructure, the Privatisation Administration and a company called TURKA signed the contracts in Ankara for the second concession period, running from 2027 to 2047. TURKA takes responsibility for vehicle inspection across the country on 15 August 2027, the day the first concession ends, twenty years to the day after it began.

TURKA was set up by the MOI consortium, which won the international tender held in 2025. The consortium brings together MetGun Group of Turkiye, Opus Group of the United States, Itversia Gestion of Spain and VTV Norte of Latin America. Opus Group, which has its corporate office in Gothenburg and runs its American inspection business out of East Granby, Connecticut, described the award in February 2025 as one of the largest concessions of its kind.
