Titanium dioxide has not been made at Greatham in Hartlepool since last year, when the plant went idle and its owner went into administration. Production restarts there this month, under a Chinese owner whose purchase the UK competition regulator cleared only after deciding that the alternative was losing the site altogether.

The plant makes the white pigment by the chloride process, the grade that goes into coatings and plastics and into the paper laminates used on furniture. On the Competition and Markets Authority's estimates, based on sales figures supplied by the companies and their competitors and on import records for the first nine months of 2025, the combined business supplies more than a quarter of the chloride-process titanium dioxide sold in the UK for coatings and other mass-market uses.
