From 19 July, large companies operating in the European Union are no longer allowed to destroy unsold clothing, accessories or shoes. Read quickly, that sounds like an environmental footnote, one more rule in a long list of sustainability regulations. Read properly, it removes a tool the luxury industry has relied on for decades, quietly, to manufacture something it needed just as badly as the clothes themselves: scarcity.
