In April 2026 Austria's development bank, OeEB, signed its first loan anywhere in Paraguay: a $20 million credit line to ueno bank, a lender that did not exist five years ago. Up to half of that money has to go into green lending. An external customer protection certification is written into the loan documentation as a requirement. Alongside the money, OeEB is helping the bank bring its environmental and social management system up to EDFI and IFC standards.

## A Bank That Opened in 2021 Now Holds 2.94 Million Accounts

ueno bank launched to the market in Paraguay in 2021 and holds a full universal banking licence. Its customer base reached 2.94 million in the first half of 2026, which the bank says is around 63 per cent of the adult population and makes it the country's largest by number of customers, banking transactions, debit cards and credit cards. Those figures are ueno's own counts.
