On Thursday, the European Commission fined Alphabet's Google a combined €890 million, close to $1 billion, for two separate breaches of the Digital Markets Act, the EU's dedicated rulebook for reining in the largest technology platforms. It is a genuinely large sum by ordinary standards. By the standard Google itself has set with Brussels over the past decade, it barely registers as one of the larger fines the company has faced.

## Two different violations, bundled into one headline number

The Commission split the total cleanly between two distinct findings. A €460 million fine addressed Google favouring its own services, shopping results, hotels, transport options and sports scores, over competitors within Google Search itself, a breach of the DMA's requirement that a designated gatekeeper treat rival services fairly. A separate €430 million fine targeted restrictions inside the Google Play app store that stopped developers from freely telling their own customers about cheaper offers available on rival app stores or external websites, a practice the DMA calls anti-steering. Google was designated a gatekeeper for Search under the Act in September 2023, and the Commission opened its non-compliance investigation not long after. Google now has 60 days to change both practices or face further penalties on top of this one.
