Anthropic has rewritten the safety system that decides when Claude Fable 5 hands a biology question to a weaker model, and says the change cut those handoffs by about 85 percent in its own testing. The company blocked almost all biology queries when it launched Fable 5. It says that choice let it release the model for everything else while it worked on the safeguards, and that it knew the cost would be a high rate of false positives for legitimate users.

Users should now see far fewer handoffs on everyday health and educational questions, Anthropic says, giving interpreting lab results, understanding symptoms and learning biology as examples. Healthcare professionals will get more support from Fable 5 on clinical tasks. In a post on X early on Friday the company said Fable “can now assist on a wider range of everyday health and educational questions”.

## Virology, Toxicology and Molecular Design Are Still Blocked

The rewrite leaves the categories Anthropic treats as dual-use where they were. Fable 5 still falls back to Opus 5 on requests flagged as virology, toxicology or molecular design, so it is not usable for professional biology research or drug development. Anthropic says it means to close that gap through what it calls trusted access pathways, and gives no date. False positives will also remain, because the classifier keeps a safety margin of very low-risk requests that it blocks anyway.

## A Smaller Model Decides Which Questions Reach Fable 5

The block runs through safety classifiers, smaller automated systems that watch for a safeguarded biology task or a harmful output. When one fires, the request goes to Opus 5 instead, a model Anthropic describes as capable but without the same level of biological ability. That re-routing is the fallback users see. Over the past several weeks Anthropic [rewrote the classifier's constitution](https://www.anthropic.com/news/improving-fable-5-s-biology-safeguards), the set of rules it uses to separate safeguarded content from benign use, carving out ordinary cases in detail. It took feedback from experts inside and outside the company, made new training data from the rewritten rules, retrained the classifier and checked that it still fires on harmful and dual-use research content.

A footnote to the announcement puts the expected fall in total fallbacks, for biology or any other reason, at roughly 67 percent on Claude.ai, 55 percent on Cowork, 17 percent on Claude Code and 7 percent on the Claude Platform.

## Anthropic Says the Model Can Outperform Experts on Some Biology Tasks

Anthropic says its evaluations show Fable 5 can outperform experts on some highly complex biological tasks and give operational support on others, and that in the wrong hands the same abilities could give someone developing a biological weapon capabilities they could not find anywhere else. It points to the US Intelligence Community's annual threat assessment, which it says shows such actors exist and warns that advances in synthetic biology and genomic editing “could lead to novel biological threats”, and notes that several state actors probably maintain offensive biological and chemical weapons programs.

The company describes the difficulty as one that comes from biology itself. Researching a treatment sometimes requires producing the dangerous compounds involved. Live vaccines require growing the pathogen they are meant to prevent. Anthropic gives captopril, a blood pressure drug developed after scientists isolated toxic components of snake venom, as an example of legitimate work that can look like something a filter should stop. Sophisticated actors know how to use that ambiguity to make dangerous requests look like ordinary research, the company says, which is why it is narrowing the classifier rather than removing it.
