Lowndes County, Alabama is being asked to grant thirty years of tax relief on a data center whose eventual owner has not been named, and a state deadline is setting the pace. Under Alabama's Chapter 9B incentives, non educational county and city property taxes can be abated for up to twenty years, except for data processing centers, which [qualify for up to thirty years if the abatement is granted before January 1, 2027](https://www.revenue.alabama.gov/tax-incentives/chapter-9b-abatements/).

The developer is Cloverleaf Infrastructure, a Houston and Seattle company that launched in 2024 with more than $300 million from private equity investors. It has assembled more than 800 acres in the northeast of the county for a project called Red Clay, which the industry tracker Cleanview lists as a planned 1,500 megawatt development of 2.88 million square feet. Cloverleaf does not intend to run it. It describes itself as a developer of clean powered, ready to build sites, assembling land and securing power connections before transferring a project to an end user it has not publicly identified.

The model is ordinary in the industry, and it leaves the commission with an unusual counterparty problem: any abatement it approves could ultimately benefit an owner and operator the county has never met.
