The summit is in its second year. The first edition, staged in September 2025 at Glovo's campus after roughly three months of preparation, planned for 500 people and admitted 1,500 before tickets ran out. For 2026 the organisers have taken over the World Trade Center on the seafront, signed Anthropic, Google Cloud, AWS, ElevenLabs, McKinsey & Company, HP and NTT Data as top sponsors, and say they expect more than 10,000 attendees and over 200 speakers across the two days. The theme this year is "Beyond Theory. AI in Action". The programme is built around working systems rather than predictions, and it arrives in the first full month of EU AI Act enforcement. ## Where EU AI Act Enforcement Stands in September 2026 The EU AI Act's transparency rules became enforceable on 2 August. Companies must now tell users when they are interacting with an AI system, label synthetic media, and disclose deepfakes, and the European AI Office and national authorities have begun their first compliance inspections this month. The Digital Omnibus package, in force since 27 July, delayed the compliance dates for high-risk AI systems from August 2026 to December 2027, with embedded systems following in August 2028. Providers of general-purpose models trained above the 10^25 FLOPs threshold face the nearest deadline of all, with their first systemic-risk evaluations due at the AI Office by 15 September. For companies attending, the rules on disclosure are live, the rules on high-risk deployment are postponed, and the practical questions in between, what to label, what to log, what to tell customers, are the kind a hands-on conference can actually answer. ## Speakers Include Siri Co-Creator Luc Julia and AESIA Founder Ignasi Belda The published schedule lists 139 sessions across a main stage, an auditorium, a panel stage, a demo stage and two workshop rooms, organised into six tracks that run from AI For Builders to AI For Good. The demo stage alone carries 29 live demonstrations, alongside 50 keynotes, 21 panels, 16 workshops and four debates. Ignasi Belda set up AESIA, the Spanish agency that became the EU's first dedicated national AI regulator, and now runs the Banco de España's applied-technology lab DELTA. Laura Gilbert, senior director of AI at the Tony Blair Institute, previously led AI for government inside 10 Downing Street. BlackRock's Aladdin engineering leadership and European Commission policy staff are also on the roster. Diego Perino left Meta's generative AI organisation to direct the new AI institute at the Barcelona Supercomputing Center, where he now leads around 150 researchers. ## Barcelona Ranks First in the EU for Foreign AI Investment Projects Barcelona ranks first in the EU and third worldwide, behind London and Singapore, for attracting foreign AI investment projects, according to IBM's Global Location Trends report. The Barcelona Supercomputing Center is [one of the EU's first seven AI Factories](https://www.sovereignmagazine.com/article/inside-europe-s-30bn-progress-on-ai-sovereignty), and its MareNostrum 5 machine is receiving a €129 million upgrade to add capacity for training and running large models.
